The social security system was created in Andorra in 1968, and it is provided, as indicated above, by the Caixa Andorrana de Seguretat Social (CASS). One of the main changes to the new legislation is that compliance with the CASS will be mandatory not only for employees and retirees but also for small entrepreneurs. The new system also provides for significant improvements in the social premium system and establishes new options for social insurance contributions. Social insurance contributions for employees range from 5.5% to 10.5% of their salary, the rest of the contribution from 14.5% paid by the employer. Entrepreneurs have to pay contributions of 20% to 25% of the average monthly salary of state employees who contribute to CASS during the year.


Law 25/2011 of December 29, 2011, supplementing Law 17/2008 of October 3 on Social Security, aims to improve the social security and health system in focus groups, as well as on the rationalization of cost objects .
